What happened to network hospitals in Andhra Pradesh

The NTR Vaidya Seva Trust has imposed fines totalling ₹34.39 crore on 203 empanelled hospitals across Andhra Pradesh following investigations into improper billing, substandard care, and health scheme violations.

Data from the Department of Health, Medical and Family Welfare confirms that disciplinary measures have been taken against 44 facilities. Among them, 25 hospitals have been suspended, payments have been stopped for 13, five have been removed from the network altogether, and one facility has had its official recognition revoked.

NTR Vaidya Seva Trust Chief Executive Officer Dr Padmavathi submitted a report outlining the disciplinary actions to Minister for Health, Medical and Family Welfare Satya Kumar Yadav.

Why the NTR Vaidya Seva Trust penalised 203 hospitals

The penalties follow audits and patient complaints covering the period from 2024–25 through 2026–27. Authorities found that multiple private facilities were demanding cash payments from beneficiaries for medical treatments that should have been provided completely free of charge under the scheme.

Other violations included denying cashless care to eligible beneficiaries, causing unnecessary delays in treatment, failing to follow prescribed medical protocols, and neglecting patient welfare.

Inquiries were triggered by complaints received through the state's 104 helpline and official online portals. District coordinators and trust officers verified treatment records, diagnostic reports, and explanations submitted by hospital administrators before disciplinary committees recommended penalties or recovery of funds.

How AI is detecting fraudulent hospital claims

The Trust oversees a network of around 1,000 private empanelled hospitals across the state. To accelerate auditing and track anomalies, the trust has deployed artificial intelligence systems in coordination with the National Health Authority.

The automated systems analyze billing data and pre-authorisation requests to identify unusual patterns, including duplicate billing, altered medical records, suspicious financial entries, and the overuse of high-value treatment packages.

Health officials noted that suspicious transactions flagged by AI are not automatically treated as fraudulent. Disciplinary action is only taken after state and district officers conduct detailed manual reviews of medical records and establish clear evidence of wrongdoing.
