The Congress party has overhauled its leadership in two key northern states, appointing former Indian hockey captain Pargat Singh to lead its Punjab unit and three-time MLA Aradhana Misra Mona to head the Uttar Pradesh organisation.

The back-to-back appointments, made ahead of critical state assembly elections, mark a major structural reset. In Punjab, the party is trying to patch up deep internal divisions. In Uttar Pradesh, it is building a diverse social coalition to bargain more effectively with its dominant regional ally, the Samajwadi Party.

Pargat Singh takes the field in Punjab

Pargat Singh, a former Olympian who captained the national hockey team, was appointed the Punjab Congress president on Friday, 2 October 2026. He replaces Amarinder Singh Raja Warring, who had run the state unit for more than four and a half years.

The transition comes at a delicate moment, with assembly elections looming early next year. Punjab Congress has long been hobbled by internal factionalism. Singh, however, has dismissed concerns about infighting by leaning on his sporting past.

"I've been a team player, and all my seniors have always been respectful to me," Singh told reporters upon arriving in New Delhi, explaining that he would focus on supporting the state unit from behind to let other senior members take the spotlight. "I have always played like a full-back, at the back, and I feel there are very good players in our team. The issue is Punjab and not differences amongst us."

Singh has also opened the door for former Congress members to return, stating that anyone willing to contribute to the state is welcome to rejoin.

A multi-caste strategy in Uttar Pradesh

In Uttar Pradesh, the leadership change is a calculated exercise in social and regional engineering. By replacing Ajay Rai with Aradhana Misra Mona, the party is hoping to win back its traditional upper-caste Brahmin base in eastern Uttar Pradesh.

Mona is one of the party’s most reliable electoral performers. In the 2022 assembly elections, when Congress was decimated across Uttar Pradesh and left with just two seats, she held onto her Rampur Khas constituency by polling more than 50% of the vote.

Her new leadership team is carefully balanced to cover multiple voter bases:

  • Imran Masood, a prominent Muslim leader from western Uttar Pradesh, has been named working president.
  • Chaudhary Virendra Singh takes over as the Congress legislature party leader.
  • Devinder Nishad (OBC) and Alok Prasad (Dalit) join as senior vice presidents.

This multi-caste lineup, combined with the presence of Dalit leader Rajendra Pal Gautam as the state in-charge, represents a deliberate effort to build multiple entry points for voters who feel sidelined by the BJP.

Navigating the Samajwadi Party alliance

The new Uttar Pradesh team also changes the dynamics of the party's alliance with Akhilesh Yadav’s Samajwadi Party (SP) ahead of the 2027 assembly elections.

In the 2024 Lok Sabha elections, the alliance revived Congress’s fortunes, yielding six seats in the state. However, SP remains the dominant partner, having won 37 seats.

Some Congress leaders have already started pushing for a more equal partnership. Imran Masood recently insisted that Congress should not accept the same seat-sharing formula used in the general election, asking, "Are we beggars who will beg from Samajwadi Party?"

While Masood represents the party's more combative demands, Mona’s appointment offers a diplomatic counterweight. She is known to have a strong, workable relationship with the SP leadership, allowing Congress to push for more seats without breaking the alliance.
