PM Modi invokes Ram Rajya on Dussehra, calling for governance rooted in justice and self-reliance
Addressing Vijayadashami celebrations in East Delhi, Prime Minister Narendra Modi said state power must serve citizens rather than rule them.

Prime Minister Narendra Modi on Tuesday framed the ideals of 'Ram Rajya' as the guiding standard for modern Indian governance, describing it as an administration free from discrimination where state authority serves citizens rather than rules them.
Addressing Dussehra celebrations at the DDA Utsav Ground in IP Extension, East Delhi, Modi linked the festival's timeless message of the triumph of righteousness over tyranny to the country's contemporary developmental journey. Taking part in the traditional Ravan Dahan ceremony, he stressed that public policy must place ordinary citizens at its centre, keeping the welfare of the poor and marginalised as its highest objective.
Governance rooted in equal opportunity
Modi told the gathering that the ancient concept of Ram Rajya represents an enduring blueprint for equitable progress and institutional fairness.
"Ram Rajya signifies a system of governance free from discrimination — a realm where justice prevails, and everyone is afforded equal opportunities," the Prime Minister said. Authority, he argued, achieves legitimacy only when it is exercised as public service.
Under this vision, state machinery serves as an instrument of empowerment, delivering welfare directly without social or communal distinction. Modi noted that this approach underpins the country's ongoing push towards building an inclusive, developed nation under the 'Viksit Bharat' framework.
Building self-reliance through national resolve
Drawing lessons from the Ramayana, Modi cited the construction of the bridge to Lanka as a demonstration of what collective determination and indigenous strength can achieve.
No matter how formidable the obstacles, the Prime Minister said, nations advance by relying on their own capabilities rather than depending on external support. He urged the country to channel that same resolve into the mission for an Atmanirbhar Bharat, solving domestic challenges through innovation, hard work, and collective participation.
Modi called for unity across political boundaries, urging all political parties and public institutions to stand together when national security and sovereignty are at stake. He warned that attempts to foster internal division or tarnish India’s standing on the global stage must be met with resolute collective resistance.
Reclaiming heritage on the world stage
The Prime Minister also pointed to India's cultural revival as a pillar of national self-respect and international standing. He highlighted that over 650 ancient stolen idols have been successfully returned to India over the past 12 years, correcting centuries of historical neglect and heritage loss.
Restoring these artefacts and elevating traditional cultural hubs, Modi said, reflects a confident India that honours its civilisational roots while maintaining steady momentum towards economic and social modernization.
