MoRTH proposes raising driving licence tutorial pass mark to 75% and free online services
The draft changes to the Central Motor Vehicles Rules aim to enhance road safety while simplifying online citizen services through Aadhaar integration.

The Ministry of Road Transport and Highways has proposed comprehensive updates to India's driving licence rules, aiming to strengthen road safety standards and streamline digital services for citizens nationwide.
Under the draft notification amending the Central Motor Vehicles Rules, published late on Wednesday, the pass mark for the safe-driving tutorial assessment will rise from 60% to 75%. Applicants will also be required to complete a mandatory safe-driving video tutorial lasting at least 30 minutes before taking the test. The government expects the higher threshold to foster stronger awareness of safe driving practices among new drivers.
To enhance public convenience, the ministry has proposed waiving fees for several online driving licence services accessed through Aadhaar-based authentication. This includes removing charges for updating personal particulars, such as an applicant's name or residence address, directly reflecting the administration's focus on hassle-free governance.
To eliminate administrative delays, the proposed rules set strict timelines for licensing authorities to process applications.
| Service or Rule | Proposed Requirement | Timeline / Standard |
|---|---|---|
| Safe-driving tutorial pass mark | Minimum qualifying score | Raised from 60% to 75% |
| Safe-driving tutorial duration | Minimum video viewing time | At least 30 minutes |
| Name and address change applications | Decision turnaround by authority | Approved or rejected within 15 days |
| Deemed approval for address change | Automatic approval if pending | Deemed approved after 30 days |
| Vehicle class surrender process | Deletion from licence record | Within 7 days |
| Re-application after class surrender | Eligibility restriction | 1-year waiting period |
Under the proposed framework, licensing authorities must approve or reject applications to update name or address details within 15 days, providing clear written reasons in cases of rejection. For address updates, any application left pending beyond 30 days will automatically be treated as approved, ensuring transparency and accountability in local transport offices.
The government is also modernising document requirements and application procedures. Valid identity and address proofs will include Aadhaar cards, passports, voter ID cards, recognised educational certificates, birth certificates, and utility bills like electricity or household gas bills issued within the last three months. Life Insurance Corporation (LIC) policies will no longer be accepted as address proof.
To make the process easier for citizens, a consolidated online application form will cover multiple services, including licence renewals, duplicate licence requests, adding a vehicle class, and updating personal details. The system will automatically pull existing applicant details from the national SARATHI portal, eliminating the need to re-enter information repeatedly.
Under another key provision, applicants who request the surrender of a specific vehicle class will see it deleted from their licence within seven days. However, to prevent misuse, individuals permanently surrendering a vehicle class cannot apply for a learner's or driving licence for that same category for one year.
The ministry has invited comments and suggestions from the public and industry stakeholders within 30 days of the draft notification's publication. The finalized rules will take effect once the government issues its formal notification.
