Prime Minister Andy Burnham has stated that Russia interfered in the 2016 Brexit referendum, confirming that official intelligence briefings given to him upon taking office directly contradicted years of government denials.

Speaking on The Rest is Politics podcast, Burnham said he asked Downing Street officials shortly after taking office whether Moscow had attempted to influence the referendum. He was given a direct confirmation that meddling took place.

"I asked the question coming to Downing Street: well, was there interference in the 2016 referendum from Russia? I've had the clear answer that yes, there was," Burnham said.

His declaration marks the first time a sitting British prime minister has publicly acknowledged Russian meddling in the 2016 vote. Previous Conservative administrations had repeatedly insisted that no evidence existed showing successful Russian interference in the referendum.

Evidence and unanswered questions

Burnham did not disclose who gave him the briefing, what evidence supported the conclusion, or whether Russian actions had altered the final result.

The disclosure reopens longstanding questions over the official response to Kremlin operations in the UK. A 2020 report by parliament's intelligence and security committee previously condemned ministers and intelligence agencies for failing to conduct a full investigation into potential foreign intervention ahead of the referendum.

That cross-party report highlighted clear attempts by Russian state media and social media accounts to influence British voters, criticising the government for failing to assess Kremlin activities in the way US authorities investigated interference in their own 2016 presidential election.

Burnham argued that the UK had been "too much on the back foot" regarding foreign political disruption and urged greater openness about foreign efforts to undermine democratic processes.

Wider European disruption

Linking the issue to broader European security concerns, Burnham said he had discussed the threat of state-backed political warfare during a meeting in Berlin with German Chancellor Friedrich Merz.

According to Burnham, Merz voiced deep concerns regarding links between Moscow and the far-right Alternative für Deutschland (AfD) party, pointing to Russian funding and ongoing disinformation campaigns targeting German voters.

Burnham had previously raised the issue of foreign meddling on the international stage last month during an address to the UN General Assembly, where he singled out Russian information warfare and cited attempted meddling in the 2019 UK general election.
