A major wave of Goods and Services Tax reforms will begin taking effect on November 1, cutting paperwork for online merchants, accelerating cash refunds, and eliminating administrative bottlenecks across the national market.

The phased rollout follows decisions taken during the 57th GST Council meeting in New Delhi, chaired by Union Finance Minister Nirmala Sitharaman. Measures that can be enacted administratively will come into force from November 1, 2026, while wider structural provisions requiring statutory amendments are scheduled for April 1, 2027.

Sanjay Mangal, Member (GST) at the Central Board of Indirect Taxes and Customs (CBIC), confirmed that notifications covering the process changes are cleared for release, setting the stage for smoother commercial operations across state lines.

Simpler registrations for online merchants

The central pillar of the initial administrative rollout tackles a long-standing friction point for small businesses: expanding across India without having to lease physical premises in every state where products are held.

Under the revised regime, vendors selling through digital platforms can designate an e-commerce operator's local warehouse as their Principal Place of Business. To qualify, merchants must complete physical verification and Aadhaar authentication in one home state. Once verified, obtaining registrations in additional states requires only platform consent, bypassing repetitive inspections by local tax officers.

The facility allows sellers to pass on input tax credit of up to Rs 2.5 lakh a month. Official estimates indicate the change will directly benefit around 9.5 lakh small suppliers, granting them equal footing across digital marketplaces and opening seamless access to national supply chains.

To curb errors that cause rejections, the GST portal will revamp form GST REG-01 with structured drop-down menus, standardised documentation lists, and guided navigation.

Automated refunds and reduced litigation

Alongside vendor onboarding, the reforms overhaul cash flow management for enterprises through automated ledger settlements.

Refunds of excess balances sitting in the electronic cash ledger will now be processed automatically by the system, eliminating officer intervention. The statutory window for tax authorities to issue an acknowledgement or deficiency memo has also been shortened from 15 days to 10 days.

For businesses dealing with zero-rated supplies and inverted duty structures, the portal will automatically sanction 90% of the claimed refund provisionally, relying on built-in risk algorithms rather than case-by-case manual reviews. The mechanism is intended to unclog working capital and provide dependable liquidity for expanding firms.

Looking ahead to the legislative phase targeted for April 2027, the government plans to institute a minimum threshold of Rs 10,000 for issuing show-cause notices. The floor is designed to prevent micro-disputes from clogging the administrative machinery, allowing tax officers and businesses to focus resources on economic growth.
